Who are the target voters for the bilingual letter experiment?

With this experiment, we're testing the impact of bilingual letters on voter turnout in a large, randomized trial centered on the Miami and Atlanta mayoral elections on November 2.

In both Florida and Georgia, voters self-identify their race/ethnicity when they register, so we’ll be using this information to target voters in the cities of Miami and Atlanta who self-identified as Hispanic on their voter registration. While it is not possible to know which voters are Spanish speakers or which voters could benefit from receiving "please vote" letters in both English and Spanish, we are hopeful that this targeting will ensure that some recipients who may benefit from receiving bilingual letters will receive them.
